Yes it is a Sawset!
There doesn't appear to be anything broken off. The small piece with the teeth indents and numbers is fractured and held together with crazy glue. There appears to be quite a lot of the original plating still intact and some minor rust pitting.
I would still like to know how it was used. I assume there was a seperate punch of some kind that was used to bend the saw tooth into the numbered shape on the anvil piece. Any ideas?
